Graham is a Bristol City Councillor for the ward of Stockwood as well as Chair of the Business Change and Resources Scrutiny Commission.

He has various other Committee appointments including; the Member Forum, the Overview and Scrutiny Management Board and the Stockwood, Hengrove and Whitchurch Park Neighbourhood Partnership.
